In 1981, Maurice Pagat published in the newspaper Le Monde a call for the set up of a union of the unemployed, stressing the urge of "inviting the unemployed to reject loneliness, to resist, to defend themselves, to organize themselves and finally, to speak."
The early, informal unemployed's groups were organized in 1986 as the MNCP (Mouvement National des Chômeurs et des Précaires - National Movement of Unemployed and Precarious Workers). The MNCP is today an umbrella association, involving regional coordination structures in Regions Bretagne, Midi-Pyrénées and Nord-Pas-de-Calais and more than 30 affiliated local associations from all over France, including Mayotte and Réunion.
In April 2010, the MNCP organized a national march aimed at raising awareness of the citizens and powers on the aggravation of precarity. The caravane des chômeurs et des précaires, started from Strasbourg on 6 April 2010 and ended in Toulouse on 21 April, with stops in 11 French towns.
